After unceremoniously exiting his job during the first term, Bush Administration Treasury Secretary Paul O'Neill told Wall Street Journal reporter Ron Suskind that Bush's behavior at cabinet meetings was like "a blind man in a roomful of deaf people; there is no discernable connection."
